The University’s current allocation policy for the Research Councils / UKRI Open Access Block Grant is set to continue for the new grant year 1st April 2020 to 31st March 2021.
Oxford’s policy is to pay open access publication costs (Article Processing Charges, APCs) for RCUK-funded articles in:
1.fully OA journals (ie. listed in the Directory of Open Access Journals DOAJ).
2.hybrid journals (subscription journals with paid OA option) covered by a Read and Publish publisher agreement. A list of Oxford’s agreements and eligible journals can be found on our Publisher payment schemes page.
Authors remain free to publish in other hybrid journals, but we will not pay APCs for them. For other hybrid journals outside the deals, authors should choose a standard publication licence not paid Open Access, and then use the ‘green route’ to OA via deposit of the accepted manuscript in ORA for Act on Acceptance.
RCUK-funded researchers: please check that sufficient funds are available before committing to payment or filling in an application form. Contact the APC team at the time of article acceptance with journal title and funder name, for advice on eligibility and which route to take (email email@example.com).

Note that RCUK allows longer embargo periods for the ‘green’ route when funding for Article Processing Charges is unavailable (12 months for science & medicine instead of 6, and 24 months for humanities & social sciences instead of 12), as stated in the RCUK FAQ 2.2 and our Meeting RCUK requirements table.
