On 31st May it was announced that Plan S and the new Wellcome Trust OA policy have been revised and will now take effect on 1 January 2021, a year later than originally proposed.
Plan S is a set of 10 principles to which a group of major funders (including Wellcome and UKRI) have committed to implement to deliver full and immediate Open Access to research publications. The revised Plan S guidelines, which take account of views expressed in the recent feedback exercise, are on the cOAlition S website along with a press release. Key changes: 1) more emphasis on repositories and green OA. 2) option for CC-BY-SA & CC-BY-ND licences. 3) applies to articles only; monographs and book chapters outside scope of current guidance. 4) support for DORA-style research assessment (based on research quality not journal impact factor).
The Wellcome Trust policy aligns with Plan S. Details of the updated policy are at https://wellcome.ac.uk/news/wellcome-updates-open-access-policy-align-coalition-s. Key changes: 1) option for CC-BY-ND. 2) authors or their institutions to retain copyright. 3) ‘mirror’ journals not compliant (OA version of existing subscription-only journal).
