The following message was sent to all members of staff at the University of Oxford from Professor Ian Walmsley, Pro-Vice-Chancellor (Research and Innovation) on Monday 4 July 2016:
Open Access – reminder to Act on Acceptance
As you know, the University has a policy of Open Access for publications arising from research in order that they may reach the widest possible audience, and have a greater potential for impact.
The UK government is also promoting this agenda, and the four higher education funding bodies (including the Higher Education Funding Council for England) (HEFCE) operate their open access policies.
In particular, HEFCE has mandated that all journal articles and conference papers (in publications with an ISSN) accepted since 1 April 2016 must be deposited in a repository within three (3) months of acceptance for publication, in order to be eligible for submission to the next Research Excellence Framework (REF). In line with this requirement, Oxford’s policy is that all authors should deposit the peer-reviewed manuscripts (Author Accepted Manuscripts – AAMs) of newly-accepted papers into the University’s repository ORA via Symplectic Elements.
My thanks to the 700-plus colleagues from all divisions who have already deposited publications. We need to do this each time we have a journal article or conference paper accepted for publication and although we are off to a good start, we need everyone to adopt this new routine.
Act on Acceptance is quick and easy. When you hear from the journal or conference that your paper has been accepted, simply log onto your Symplectic account and enter a few publication details and upload a copy of the peer-reviewed manuscript (AAM). Bodleian staff will take care of the rest, liaising with you if required, and make the full text publicly available at the appropriate time in line with the HEFCE policy.
May I ask all Oxford authors to please ensure they follow HEFCE and University policy to provide access to our outputs and ensure everyone’s work is eligible for submission to REF 2021.
